Driver Licensing

The European Union has a single driver licensing model with a set of minimum conditions that apply to all Member States. The Driving Licensing Directive  (Directive 2006/126/EC ) covers minimum standards of physical and mental fitness to drive. These include regular medical examinations in the case of a progressive disability but no such requirement where the disability is static.

The Directive also covers adaptations to vehicles and vehicle controls that can be fitted to enable people with disabilities to drive. Member States apply their own practices and interpretations to these broad requirements, and some are more relaxed and open than others.

Parking Badges

There is also common agreement on reciprocal arrangements for people with disabilities parking in Member States ( 98/376/EC: Council Recommendation of 4 June 1998 on a parking card for people with disabilities).

There is a common design of Parking Badge which should be recognised in all Member States (though not all appear to do so). It is important to note that the Badge entitles you to the parking concessions of the country you are visiting , not your home country.
