Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, The conditions for obtaining and extending driving licenses in Spain is based on the Directive 2006/126/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL, of December 20, 2006, on driving licenses. People with disabilities can obtain, extend or be holders of extraordinary driving licenses contingent upon the adaptations, restrictions or other limitations in people, vehicles or traffic conditions that in each case might be necessary.

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes, Please refer to Annex I of the Directive 2006/126/EC

Part 2: Parking Cards for people with a disability

Does your country have a national scheme of parking concessions for people with a disability?

Yes, In Spain, the responsibility for issuing parking cards for drivers with a disability lies with local and regional authorities. The parking card for people with a disability follows a European scheme, i.e., the card of a Spanish driver is valid in any other European country.

Which categories of people with a disability are eligible for the parking card? 

Wheelchair users, People with walking difficulty, People with vision impairment, People with mental health issues, learning disabilities Other: the parking card is granted to people for which an impossibility to perform by themselves a number of basic vital tasks has been certified. Please note that parking cards might be granted to people with no driver license.
