Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, the national regulations (Regeling eisen geschiktheid 2000) describe the requirements with regard to physical and mental fitness to drive a motor vehicle. Some conditions are subject to a limited period of validity of the driving license and / or certain conditions. The requirements and the exact conditions can be found in the Annex to the regulation:

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes, drivers with disabilities must meet exactly the same driving skills requirements as other drivers. But they are also entitled to the same safety requirements. This is often possible with the help of an adapted vehicle. For those who want to drive on the road in a responsible and safe manner, a disability does not have to be an obstacle. Technical adjustments to the car allow persons with a physical disability to drive responsibly. It is also sometimes possible to drive a modified motorcycle. Experts from CBR determine the necessary adjustments to the vehicle if necessary. If needed a driving test is conducted.
