Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving license?

Yes, The Swedish Transport Agency decides if a driving licence will be subject to any conditions. One example of such a condition may be that a vehicle used by a person with a disability must have specific equipment. The Swedish Transport Agency may require people with certain medical conditions to submit a medical certificate after a set time period. A driving licence may also be restricted to vehicles with automatic transmission.

 

Conditions that extend or restrict the category are specified on the licence using a numerical code. The medical requirements and condition codes emanate from the EU driving license directive that are transmitted into Swedish reglements. The detailed restrictions are set out in the regulation TSFS 2010:125 Transportstyrelsens föreskrifter och allmänna råd om medicinska krav för innehav av körkort m.m.

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes, The adaptations need to mitigate the disability so that it doesn’t affect the driving in a negative or dangerous way. If the driving licence is issued with conditions, the adaptations needs to fulfil the conditions.

A permit may only be issued to a person with a permanent disability which means that he or she has significant difficulties in moving on his or her own.

Community-model parking card for people with disabilities according to the council recommendations 98/376/EU adapted by 2008/205/EC and issued in an EEA country. Other parking cards with the international symbol for access if they are issued in the Danish, English, French, Norwegian, Swedish or German language or if they are used together with an authenticated translation to one of these languages. They are furthermore only valid if the person have not stayed in Sweden for more than a year.

Are there minimum dimensions for the size of a parking space reserved for a person with a disability?

Yes, Where there is a parking space reserved for persons with a disability, at least one should allow the use of a wheel chair lifted in from the side of the vehicle.
