Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, 

They have to submit a special medical opinion made by an expert or by a doctor committee with the application for issuing a driving license/ renewing it. (The vehicle adaptations and other ascertained restrictions are printed on the driving license as international codes for driving.) Otherwise, the same rules apply to them.

 

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

No,

If an adaptation is necessary in the particular case, then a vehicle technical expert is added to the team who gives the medical opinion for the client.

Part 2: Parking Cards for people with a disability

Does your country have a national scheme of parking concessions for people with a disability?

Yes,

shopping centers, office buildings, health centers etc. At every 50 parking lots started must be one designated for people with disabilities, of which a maximum of four can be placed directly next to each other.

 

What concessions does the parking card give people with a disability? (Please tick all that apply)

They can park on the pavement even if the stop is not allowed by a traffic sign or a road sign. They can wait in a place where waiting is prohibited by a traffic sign. They can wait in a restricted waiting area and in a waiting area without operating the parkometer or a ticket vending machine - for a maximum of an hour long. Exception: the designated loading area.

The vehicle in which the disabled person is can be driven to and wait in the "pedestrian zone" and "pedestrian and bicycle zone" areas.

The vehicle in which the disabled person is in can enter into the "living-rest area". The vehicle in which the disabled person is in can drive at a maximum speed of 20 km / h passing the following traffic signs if their destination is on the road marked with that traffic sign and can be only approached on this road.

The traffic signs are the followings:

“It is forbidden to drive from both directions"

"It is forbidden to drive with a motor vehicle, agricultural tractor and slow vehicle"

"It is forbidden to drive with a motorcycle"

"It is forbidden to drive with a vehicle combination"

"It is forbidden to drive with a moped"

Are there minimum dimensions for the size of a parking space reserved for a person with a disability?

Yes, 

Its size is bigger than the usual parking lots. According to our national rules the minimum width of the parking lot for disabled people is 3.6 meter. (According to a current road technical standard the length of the parking lot for disabled people should be between 5.50 and 6.50 meters.)
