Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

No, the legal arrangements for people with disabilities to obtain a driving licence is stipulated in the "Regulation Amending the Regulation on the Health Status Requirements and Medical Examination of Drivers and Learner Drivers published in the Official Gazette numbered 29577 and dated 29 December 2015".

Part 2: Parking Cards for people with a disability

Does your country have a national scheme of parking concessions for people with a disability?

Which categories of people with a disability are eligible for the parking card?

Other (please specify): - People having vehicles which are registered to their names as "vehicle of a disabled person".

- Disabled people possessing driver licences which are in "H" category or proper restriction code,

- People who do not have a vehicle to their names as "vehicle of a disabled person" and any restriction on their driving licences but who have a medical report stating that they have 90% or higher disability.

It is mandatory that one of every 20 parking places is reserved for people with a disability and that at least one of the parking spaces which is nearest to the entrance/exit and elevators of public buildings, regional car parks and public car parks be reserved for people with a disability. Arrangements regarding reserved parking spaces for people with a disability in road parking lots are made on the basis of traffic safety.

What concessions does the parking card give people with a disability?

- Disabled people can benefit from the parking spaces for people with a disability arranged in accordance with the Highway Traffic Regulation.

- They can benefit from parking concessions not exceeding 15 minutes on the highway on the condition that they comply with the measures taken in terms of traffic safety and they do not disrupt the traffic.

Are there minimum dimensions for the size of a parking space reserved for a person with a disability?

Yes, when the disabled parking lot is designed with a transfer area, at least 400 cm wide parking space should be arranged for each vehicle.In these parking spaces, the necessary space is provided for the transfer from the parked vehicle to the real vehicle. When designing a maneuvering area that can be used by two disabled parking spaces, it has to be ensured that the parking spaces have at least 250 cm width and the transfer area has a minimum 150 cm width which can be used in the middle of the two parking spaces. If there is a level difference between this transfer area and the car parking area, the slope should be maximum 1/50.
