Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, Road Traffic Act (CHAPTER 276) - Singapore Provisions as to physical fitness of applicants for driving licences 37.—(1) On an application for the grant of a driving licence, the applicant must make a declaration in writing as to whether the applicant is suffering from — (a) any prescribed disease or physical disability; or (b) any other disease or physical disability which is likely to cause the driving by the applicant of a motor vehicle (of the class or description which the applicant would be authorised by the licence to drive) to be a source of danger to the public. (2) If from the declaration it appears that the applicant is suffering from any such disease or disability as specified in subsection (1), the Deputy Commissioner of Police shall refuse to grant the driving licence. (3) A driving licence limited to driving an invalid carriage may be granted to the applicant if the Deputy Commissioner of Police is satisfied that he is fit to drive such a carriage. (4) The applicant may, except in the case of such diseases and disabilities as may be prescribed, on payment of the prescribed fee, claim to be subjected to a test as to his fitness or ability to drive a motor vehicle of any such class or description as he would be authorised by the licence to drive. (5) If the applicant passes the prescribed test and is not otherwise disqualified, the driving licence shall not be refused by reason only of the provisions of subsection (2), except that if the test proves his fitness to drive motor vehicles of a particular construction or design only, the driving licence shall be limited to the driving of such vehicles. (6) If it appears to the Deputy Commissioner of Police that there is reason to believe that any person who holds a driving licence is suffering from a disease or physical disability likely to cause the driving by him of a motor vehicle, being a motor vehicle of any such class or description as he is authorised by the licence to drive, to be a source of danger to the public and, after making such inquiry as he considers necessary, the Deputy Commissioner of Police is satisfied that the licence holder is so suffering then, whether or not the licence holder so suffering has previously passed a test under this section, the Deputy Commissioner of Police may, after giving to the licence holder notice of such intention, revoke the driving licence. (7) The licence holder shall on receipt of such notice deliver the driving licence to the Deputy Commissioner of Police for cancellation. (8) The licence holder may, except in the case of such diseases and disabilities as may be prescribed, claim to be subjected to a test as to his fitness or disability to drive a motor vehicle and, if he passes the prescribed test, the driving licence shall not be revoked or, if it has already been revoked, shall be returned to the licence holder and the revocation thereof shall be rescinded. Are there restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Does your country have a national scheme of parking concessions for people with a disability?

Wheelchair users, People with walking difficulty, People with vision impairment, People with mental health issues, learning disabilities or other: ELIGIBILITY CRITERIA What are the eligibility criteria for the Car Park Label Scheme? Class 1 • Drivers who possess a valid Singapore driving licence • Drivers with physical disabilities who are certified by a Singapore registered medical doctor as requiring the use of bulky mobility aids and a wider space to embark or disembark safely from their vehicles • Note: Those with medical conditions such as cerebral palsy, loss of lower limbs, muscular dystrophy and poliomyelitis will be considered based on needs and not just the type of mobility aid they use. What concessions does the parking card give people with a disability?

Class 1 Label - vehicle with Class 1 Label is entitle for one hour free parking in the reserved lot for a person with a disability and thereafter driver will be required to pay for a normal parking rate. Class 2 Label – vehicle with Class 2 Label can only allow to park in the reserved lot for a person with a disability for one hour with a normal parking rate and drivers who park in the lot for more than an hour will be fined. Yes, Those reserved for a Parking Label holder are marked with a sign saying 'Reserved' and showing the international wheelchair symbol. • Minimum dimensions of 4800 mm by 3600 mm for angled parking • Minimum dimensions of 5400 mm by 3600 mm for parallel parking • For parallel parking where vehicles cannot be parked by reversing or where there are obstructions at ends of the parking space, the minimum stall length must be 7200 mm.
