Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, Morocco's Road Code and its implementing regulations allow people with special needs to take the test for obtaining a driving license on their own vehicle. Article 13 of the code stipulates that when the candidate for the exam forobtaining a driving license is suffering from a physicaldisability compatible with the driving of motor vehicles, thismay be compensated by a specific arrangement of thevehicle and / or by the wearing or use of a medical deviceby the driver, on the indication of the doctor who conductedthe medical examination. The medical certificates mustmention the restrictions and the specific arrangements ordevices. The driving license mentions them in accordancewith the provisions of the last paragraph of article 7 of thesame code which stipulates that If vehicles of certaincategories are specially adapted for disabled persons, thismust be indicated on the driving license concerned bysymbols fixed by the administration. these symbols aredefined in annex 6 of the decree n° 2709.10

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes, Article 47 of the code stipulates that the rules for the construction, equipment and layout of vehicles lay down the technical characteristics or standards concerning, in particular special devices and fittings, such as those reserved for persons with special needs. By referring to the medical certificate that mentions the specific fittings or devices, the vehicle is modified to be adapted to the needs of the person concerned. It is compulsory for this vehicle to have a separate approval, in order to check whether these modifications are in accordance with what the medical certificate has specified, and to check its suitability for use on public roads in general.

No, a " transit " vehicle driven by a person with a disability visiting the country does not need to be re-licensed, but it must comply and adapt to the restrictions mentioned in his or her driver's license.
