Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

 

Yes, Kosovo legislation have the restrictions on obtaining drive licence, here are some rules:

-Persons must undergo medical examination

-The candidate and the driver must undergo medical examinations/checks, when obtaining and renewing the driving license

- Medical examination means medical check, which includes : anamnesis, physical examination by systems, review of laboratory analyses of laboratory tests, other analyses and provision of medical ascertainment. Level of the disability : EYESIGHT,HEARING, CARDIOVASCULAR DISEASES,DIABETES MELLITUS,NEUROLOGICAL DISEASES,EPILEPSY,MENTAL DISORDERS ,ALCOHOL,DRUGS AND MEDICINAL PRODUCTS,RENAL DISORDERS,MISCELLANEOUS PROVISIONS, CARDIOVASCULAR DISEASES,DIABETES MELLITUS,NEUROLOGICAL DISEASES,EPILEPSY,MENTAL DISORDERS ,ALCOHOL,DRUGS AND MEDICINAL PRODUCTS,RENAL DISORDERS,MISCELLANEOUS PROVISIONS - PERSONS WITH A LOCOMOTOR DISABILITY

- Driving licenses subject to certain restrictions, if necessary, may be issued to physically disabled applicants or drivers following the issuing of an opinion by a competent medical authority. This opinion must be based on a medical assessment of the complaint or abnormality in question and, where necessary, on a practical test. It must also indicate what type of modification to the vehicle is required and whether the driver needs to be fitted with an orthopedic device, insofar as the test of skills and behavior demonstrates that with such a device driving would not to be dangerous. Driving licenses may be issued to or renewed for any applicant suffering from a progressive complaint on condition that the disabled person is regularly examined to check that the person is still capable of driving the vehicle completely safely. Where the disability is static, driving licences may be issued or renewed without the applicant being subject to regular medical examination

 

Are there restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes,

-The modification vehicle that it is adapt for disability persons

-Vehicles of disabled persons as well as vehicles of the association of disabled persons that is with international symbol.

-The sign is valid only when vehicle is driven by disabled persons or if the disabled person is inside the vehicle

-The sign which is placed on the vehicle driven by disabled persons issued for a period of five years with possibility of renewal.

Yes, The restrictions apply to a person disability visiting our country are the same . Vehicles of disabled persons as well as vehicles of the association of disabled persons may be marked with international symbol.

Part 2: Parking Cards for people with a disability

Does your country have a national scheme of parking concessions for people with a disability?

Yes

 

Which categories of people with a disability are eligible for the parking card? Please tick all that apply

-The card of disabled persons

-The card issued to persons who have acquired the right to take the sign for disabled persons

-The vehicle marked with a special sign or the card owned by disabled person gives the right to use a reserved parking lot for vehicles with which disabled persons are transported.

-The card has to be placed in the lower left corner of the front window of the vehicle during the parking time.
