Part 1: Driving with a Disability

Are there any laws or regulations in your country that restrict whether people with disabilities can obtain a driving licence?

Yes, 

These would include sight, locomotive and certain other disabilities necessary for safe driving. Simply you must meet the minimum physical and mental requirements as laid out in law and regulations, i.e. be able to complete a drivers certification to receive license. Also to be noted, requirements may be made regarding orthopedic or other adaptations made to the vehicles driven by the holder of a drivers license

 

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes, 

Regarding autonomousity of vehicle it may be necessary to apply for an exemption to the Icelandic Transport Authority

Yes, 

You must hold an internationally accepted drivers license and if driving your own vehicle it must meet the general legal requirements, also regarding autonomousity.

Are there minimum dimensions for the size of a parking space reserved for a person with a disability?

The minimum is 3,80 m x 5,00 m but one parking space must be 4,5 m x 5,0 m and parking spaces along side roads must be at least 8 m long. http://www.mannvirkjastofnun.is/library/Skrar/Byggingarsvid/Leidbeining… At present parking for the disabled falls under the hospices of two ministries: The ministry of social affairs and the Ministry of Transport and Local government.

No

At present there is only one rental vehicle that can be driven by a person in a wheelchair. This is mainly due to the fact that there is no demand.
