Part 1: Driving with a Disability

Yes, 

A person has to pass the drivers examination. Presuming that the person meets the standard health requirements laid down in the annex 3 of the driver licence directive, a person with disabilities can perform the test with special vehicle adaptations. For further information, see annex 1 of the directive on driving licences (2006/126/EC).

The requirement for a person to drive a vehicle in Finland is that the have been issued a driver licence that is in force by a country that is either part of the European Union or a Member State of the The Vienna Convention on Road Traffic of 1968 or the 1949 Geneva Convention on Road Traffic. In other cases, the driver has to be able to prove (if demanded by eg. police), that he or she meets the health requirements for driving.

Part 2: Parking Cards for people with a disability

Yes

The Mobile and Touring club of Finland is undertaking a project, where you can see the Disabled Parking Spaces beforehand, and navigate to them via google maps.

You may view the map from their homepage (https://www.autoliitto.fi/liikkumisesteisille) or download their mobile application from Google Play or App Store with a search word Autoliitto or DPS (stands for Disabled Parking Spaces).

The Application may be downloaded and the DPS-section can be used free of charge. 

Currently the mapping has been done for over 40 municipalities, and the project is ongoing.

What concessions does the parking card give people with a disability? (Please tick all that apply)

A disabled person's parking permit or an equivalent permit issued by the relevant foreign authority with an international disabled person's symbol may be used to park a vehicle: 1) for a paid parking space without payment; 2) to an area where parking is prohibited by traffic signs; 3) for a parking place where the maximum parking time is limited by traffic signs, for a longer period than the restriction. However, parking in a private area without the permission of the property owner is prohibited.
