Part 1: Driving with a Disability

Yes,

Law no. 8378 of 22.7.1998 "Road Code of Republic of Albania", as amended Article 117 1. A person who is affected by a physical illness or mental health disorder, who has an anatomical or functional disability, such as that which prevents him from safely driving a motor vehicle, may not be provided with a driving license and / or authorization to exercise in the direction of the vehicle, according to point 2, article 120, of this law. Article 124 4. Special vehicle licences, issued to persons with disabilities, of categories AM, A1, A2, A, B1, B and EU, are valid for: - 5 years, if issued or confirmed for persons up to age 60 years old; - 3 years for persons over 60 years old. 5. Special vehicle licenses, issued to persons with disabilities, of categories C1, C1E, C and CE, are valid for: - 5 years, if issued or confirmed for persons up to 50 years of age: - 3 years, when its holder is over 50 years old. These permits are not renewed after the age of 65. 6. Holders of vehicle driving license, according to points 2, 3, 4 and 5, when they reach 80 years of age renew the validity of the driving license every year after verifying the existence of physical and mental data by the relevant medical commissions.

 

Are there any restrictions on the type of vehicle or adaptation to controls that can be driven by a person with a disability?

Yes,

Article 115: . Persons with disabilities can obtain a special driving license of categories AM, A1, A2, A, B1, B, C1, C even if they drive vehicles towing a trailer, the maximum authorized mass of which does not exceed 750 kg. The above-mentioned driving licenses may be limited to the driving of type vehicles and with special characteristics and may specify some requirements regarding the controls, according to point 4, of article 117. Restrictions must be presented in the driving license, using harmonized codes of the European Union or national codes, determined by the ministry responsible for transport. This category of persons may not drive taxis or rented vehicles with drivers for transport of people or in line services, ambulances and vehicles used in the transport of dangerous goods or in the transport of more than 8 passengers, except the driver of vehicle.
